Framework
The Architect Design Services (ADS2) Framework enables local authorities, housing associations, and other social landlords to access leading architectural practices across Greater London.
Developed in collaboration with three London Boroughs, ADS2 has been shaped to address the practical challenges of public sector construction, housing, retrofit, and regeneration projects in the region. It offers a compliant procurement route to a diverse range of architectural and design expertise, supporting the delivery of high quality, effective projects.

The Architectural Design Services (ADS2) framework has been specifically designed to:

Provide greater access to locally experienced consultancies with a strong understanding of London’s complex built environment.

Support underrepresented and emerging practices alongside established consultancies to create a more diverse consultant base.

Prioritise SME inclusion: over 90% of appointed practices are SMEs, with 67% small or micro businesses.

Our social value commitment for ADS2
ADS2 is designed to create measurable social value through all projects delivered under the framework. LHCPG works with contractors and clients to identify, deliver, and measure positive impacts across communities and the environment.
All appointed contractors are expected to collaborate with LHCPG to monitor and report social value outcomes, ensuring projects deliver the following:
Individual wellbeing
- All appointed architectural practices must ensure that every employee and subcontractor based in London is paid at least the London Living Wage.
Connected & Inclusive Communities
- Empowering small businesses and driving local economic growth are central priorities for public sector procurement. ADS2 delivers on this through Lot 7, a dedicated, PCR-compliant pathway exclusively for Micro and Small architectural practices (turnover under £1 million).
- Furthermore, two spaces within every other Lot were specifically reserved for Micro/Small practices, ensuring the capital investment directly supports local talent within the City.
- During the tender phase, 35% of the total quality score was dedicated entirely to Equality, Diversity, and Inclusion (EDI) and Social Value.
