In June, LHC hosted its annual event, Navigating the Public Sector Procurement Landscape, bringing together industry experts and procurement professionals for a day of learning, collaboration, and forward-thinking discussion. Designed to equip attendees with actionable insights, the event explored the latest in public sector procurement.

Engaging open discussion on the Procurement Act (PA2023)
The morning session kicked off with an open discussion that set the tone for the day. Adam Sargent, Director of Procurement and Social Value at London Borough of Waltham Forest, and Nimesh Mehta, Assistant Director of Procurement at London Borough of Harrow, led an open and interactive discussion on the Procurement Act 2023 (PA2023).
Rather than a standard presentation, the duo invited the audience into the conversation, posing questions and sharing real-life perspectives on how the new legislation is already shaping day-to-day procurement work. The session was so engaging and flowed so naturally that by the end, the audience was left wanting more, a true testament to their expertise and engaging content as speakers.
A powerful presentation on Awaab's Law
In a deeply moving presentation, Nadhia Khan, former Executive Director of Customer and Community at Rochdale Boroughwide Housing, shared firsthand insights from the Awaab Ishak case, reflecting on the inquest's findings and the critical lessons for housing and procurement professionals. Her emotional delivery resonated strongly with attendees, bringing home the profound importance of preventing such tragedies. Feedback from the audience highlighted how the session reinforced the importance to prioritise safety and accountability at every level.

Sureserve – Retrofit and Decarbonisation (N9) Framework
Topic: Ofgem Heat Network Registration – What You Need to Do Now
Attendees gained an update on Ofgem’s new regulatory role in Great Britain’s heat networks. The session outlined the new consumer protection rules similar to those for gas and electricity and stressed the immediate priority for operators and suppliers to register via Ofgem’s new digital service, which will become the primary channel for compliance and interaction.
CWG – Roofing Systems and Associated Works (RS5) Framework
Topic: Non-combustible by Choice, Not by Obligation
This presentation made a compelling case for going beyond minimum requirements. CWG explored how early collaboration and a commitment to non-combustible design can significantly reduce fire risk, improve decision-making, and lead to safer, more sustainable housing outcomes.
Zed Pods – Modern Methods of Construction (NH3) Framework
Topic: Accelerating MMC Delivery and Social Value
Zed Pods hosted a panel discussion featuring Simon Newcombe, Head of Housing & Health at Mid Devon District Council. Together, they shared practical insights on scaling affordable modular housing, reducing delivery risk through procurement frameworks, and embedding measurable social impact into housing programmes, offering a valuable public sector perspective on MMC adoption.
Amber Construction – Fire Safety (FS2) Framework
Topic: Navigating the BSR to Gateway 3 Success
Amber Construction drew on its own experience of achieving four Gateway 3 approvals, offering a detailed look at the challenges and opportunities presented by the Building Safety Act. The session sparked engaging Q&A, with a strong emphasis on collaboration and sharing best practices as the industry adapts to a changing regulatory landscape.
Mulalley – Refurbishment & Modernisation (RM3) Framework
Topic: Queensland Road – Successfully Remediating High-Rise Blocks
Mulalley presented a comprehensive case study on the Queensland Road remediation project, covering the value of early stakeholder engagement, overcoming logistical challenges and licence restrictions through collaboration, the role of technology and BIM in ensuring quality and compliance, Simple yet effective approaches to resident and leaseholder engagement and more.
Spotlight on LHC’s Social Value and Frameworks
Michael McLaughlin, Group Head of Social Value at LHC Procurement Group, took the stage to outline how LHC can support projects in achieving their social value goals. He showcased the Community Benefit Fund through a powerful video, demonstrating the impact it has on local communities and reinforcing that social value is not just a box-ticking exercise but a meaningful commitment.
Boby Singh, LHC’s Regional Manager, discussed LHC’s frameworks combined with Added Value Services and Gold Standard verification, which help reduce risk, accelerate delivery, and maintain the highest standards of quality and compliance across projects.
Networking and food
Beyond the sessions, the event offered ample opportunity for meaningful connection. Over a delicious breakfast of croissants, pastries, and juices, attendees began the day networking with industry peers. A hearty buffet lunch, featuring fish, chicken, salads, and more, kept energy levels high, while afternoon finger foods and an all-day supply of tea, coffee, and soft drinks ensured everyone remained refreshed.
The day ended in a relaxed networking drinks reception, giving attendees the chance to unwind, reflect on the day’s insights, and forge new relationships in a great atmosphere.
