Dr Rebecca Rees - Partner & Head of Public Procurement, Trowers & Hamlins
Rebecca is a partner and Head of Public Procurement. She is a leading national expert in public procurement law, consistently ranked as among the world's leading government contracts lawyers.
Rebecca has significant experience in advising clients in the public, private and third sectors on Public Procurement, subsidy control, projects, construction and building safety strategy issues. She advises clients on procurement strategy and structures, including how to conduct flexible and compliant procurement procedures, and compiles objective and transparent evaluation models and guidance. Rebecca also provides advice about price evaluation and has recently received her PhD in public procurement law on this topic.
With particular interests in value-led procurement, social value and building safety, Rebecca is part of the Industry Action Coalition on Building Safety, convened by Dame Judith Hackitt, and sits on MHCLG's Procurement Advisory Group for Building Safety. She is also a member of the Social Value in Housing Taskforce, led by HACT, which focuses on the further development of robust measurement and management of social value outcomes. Additionally, she is a long-standing member of the Executive Committee of the Procurement Lawyer's Association. She is also a member of the Public Procurement Research Group at the University of Nottingham.
Rebecca is named as a 'Leader in the Field for Public Procurement (UK-wide)' by the Chambers and Partners' Guide to the Legal Profession 2024. She is also ranked in the "Who's Who Legal Guide to Government Contracts 2025".
