Supplier applications open for £1.5 billion public sector new-build framework

Housing developers are now able to apply for a new four-year, £1.5 billion new build framework to deliver public sector projects.

The New Build Construction (H2) framework from procurement specialist LHC will cover Scotland, North and Central England and London and South East England, with an expected value of £500m for each area. There will 2 distinct tendering opportunities for suppliers, one for Scotland and a separate tendering opportunity for the England regions.

The framework will offer a range of traditional housing solutions to the public sector, as well as low, medium and high-rise construction, care homes, mixed-use sites and sheltered, student and keyworker accommodation. Associated works, such as civil engineering and infrastructure, for new build housing and net zero buildings will also be allowed to facilitate new build projects.

Recognising the site preparatory works required for the construction of new home, the framework will also offer standalone groundworks and also demolition and site clearance workstreams for specialist contractors to apply for.

It is anticipated a wide range of projects will be delivered under the framework, from single smaller sites to complex multi-site projects with value bands created to reflect this.

The H2 framework replaces the H1 framework in Scotland, and is a new framework offering for the English regions.

“The new H2 framework will build on the success of the outgoing H1 framework in Scotland, introducing it to some of our regions across England.

“We’ve recognised the growing demand for frameworks that deliver solutions to meet new and ongoing housing challenges within the public sector – including reaching the country’s net zero targets while supporting local housing demand. We also want to prioritise the wider social value and community benefits that can be achieved through placemaking, while supporting a wide range of contractors and employers in different locations across the country.”

There will be a number of supplier slots per region per lot, with lotting structures supporting SMEs up to large housing contractors.
